Here's WCB 0.3b.

This fixes an issue where windows would tie up resources and not destroy them properly, the end result was often seen as GUI issues (with all applications on the system). I have rewritten the relevant parts to do it differently to work around this bug with windows.

This version also has error handling for plugin calls, so if a plugin crashes it should be unloaded, instead of taking the bot down with it (however if the plugin spawns other threads and they crash, the error handling can be unpredictable, sometimes it will take the bot down other times not).

I've also added a SendPacket function to the plugin API and added the version number to the title bar.

I've no doubt also done something else, but it can't have been important because i've forgotten it
